e . -2- 'lb minimize prolonged business interruptions; Tb minimize damage to public facilities and utilities such as water and gas mains, electric, telephone and se'M9r lines, streets and bridges located in flood plains; To help maintain a stable tax base by providing for the sound use and de- velopment of flood-prone areas in such a manner as to minimize future flood blight areas; and To insure that potential buyers are notified that property is in a flood area; and WHEREAS, in order to accomplish its purposes, the City Council of the City of La Porte deems an Ordinance necessary which uses the following I1'ethods: lEstrict or prohibit uses that are dangerous to health, safety or property in times of flood, or cause excessive increase in flood heights or velocities; Require that uses vulnerable to floods, including facilities which serve as such uses, be protected against flood damage at the time of initial construction; Control the alteration of natural flood plains, stream channels, and natural protective barriers, which are involved in the accorrmodation of flood waters; Control filling, grading, dredging and other development which may in- crease flood damage; Prevent or regulate the construction of flood barriers which will un- naturally divert flood waters of which may increase flood hazards to other lands. S., delegated the responsibility to local governmental units to adopt regulations designed to minimize flood losses. Therefore, the City of La Porte, Harris County, 'Iexas, does ordain as follows: SECTION B.
