All mobile hanes shall be anchored to resist floatation, collapse, or <br />lateral Il'DVement by providing over-the-top and frame ties to ground <br />anchors. Specific requirements shall be: <br /> <br />(i) OVer-the-t.op ties at each of the four corners of the nobile bane, <br />with bNo additional ties per side at intennediate locations and <br />nobile hanes less than 50 feet long requiring one additional tie <br />per side; <br /> <br />(ii) Frame ties at each comer of the hane with five additional ties Per <br />side at intennediate points and nobile banes less than 50 feet long <br />requiring four additional ties per side: <br /> <br />(iii) All conponents of the anchoring system be capable of canying a <br />force of 4,800 pounds: <br /> <br />(iv) Any additions to the nobile hane be similarily anchored. <br /> <br />(v) Alternate means of anchorage such as those presented in the September <br />1985 FEMA Manual "Manufactured Hane Installation in Flood Hazard <br />Area" nay be used if approved by the Flood Plain Administrator. <br /> <br />c. Require that an evacuation plan indicating alternate vehicular access <br />and escape routes be filed with appropriate Disaster Preparedness <br />Authorities for nobile hane parks and IIDbile hane subdivisions located <br />within Zone A. <br /> <br />d. For neN nobile hane parks and subdivisions: for expansions to existing <br />IIDbile hane parks and subdivisions: for existing IIDbile hane parks and <br />subdivisions where the repair, reconstruction or inprovement of the <br />streets, utilities and pads equals or exceeds 50 Percent of value of <br />the streets, utilities and pads before the repair, reconstruction or <br />inprovement has camnenced: and for IIDbile homes not placed in a <br />nobile hane park or subdivision require: <br /> <br />(i) Stands or lots are elevated so that the lc:west floor of the IIDbile <br />hane will be at or above the base flood level. A registered profess- <br />ional engineer, architect, or land surveyor shall submit a certifi- <br />cation to the Flood Plain Administrator that the standard of this <br />Paragraph canplies with Section B(l) of this Article. <br /> <br />(ii) Adequate surface drainage and access for a hauler are provided: and <br />(Ui) In the instance of elevation on pilings: <br /> <br />- Lots are large eoough to pennit steps: <br />- Piling foundations are placed in stable soil <br />no nore than ten feet apart: and <br />- Reinforcement is provided for piers IIDre <br />than six feet above ground level. <br /> <br />SECl'ION C. STANDARDS roR DE.VEI.DPMENT PROPOSAlS <br /> <br />(1) All developnent proposals shall be consistent with Article 1, Section B, <br />C, and D of this Ordinance, as well as with the La Porte Developnent Or- <br />dinance. <br />
