STATUI'ORY AUTHORIZATION FINDINGS OF FACr, PURPOSE, AND MEl'HOD <br /> <br />The Legislature of the State of Texas has in Article 8280-13, V. T. C. S., <br />delegated the responsibility to local governmental units to adept regulations <br /> <br />designed to minimize flood losses. Therefore, the City of La Porte, Harris County, <br /> <br />Texas, does ordain as follOrls: <br /> <br />SECI'ION B. FINDINGS OF FACT <br /> <br />(l) The flood hazard areas of La Porte are subject to periodic inundation whiCh <br /> <br />results in loss of life and property, health and safety hazards, disruption of can- <br /> <br />merce and govermnental services, and extraordina:ry public expenditures for flood <br />
