<br />. <br /> <br />. <br /> <br />1985 La Porte Redistricting Methodology <br /> <br />EcQj~1-Descrip~on <br /> <br />Pursuant to Article 2, Section 1 of the City of La Porte's <br />Charter, "Immediately fOllowing publication of the 1980 federal <br />census, and at least every five (5) years thereafter, C~ty <br />Council shall conduct an inve~tigation and determine the <br />population of the City and the population of each of the <br />districts from which district councilpersons are to be <br />elected.... After such determination, if the distribution of <br />population among the various districts is determined by City <br />Council to be materially unbalanced, the City Council shall <br />establish new boundaries for the election of district <br />councilpersons," the City of La Porte has undertaken to conduct <br />a Redistricting Census. <br /> <br />The first phase of the Redistricting Project has. been the census <br />of the entire City employing a variety of survey methods. The <br />objective of this project phase was the scientific <br />quantification of population by current political district and <br />by racial demographic. The need for such an extensive census is <br />contingent upon the fact that a) La Porte has experienced <br />significant population shifts in the first half of this decade <br />as a result of the "Southwest Rush" associated with the <br />burgeoning Petro-chemical Industry and its subsequent decline <br />and b) La Porte has annexed the township of Lomax and the <br />College View MUD including Spenwick Place since the 1~80 federal <br />census. <br />
