<br />. <br /> <br />e <br /> <br />b. The Balanced Billing Pilot Program will.be mirrored with a Shadow <br /> <br /> <br />Program designed by the Rate Design Expert and HL&P. The Shadow Program will collect <br /> <br /> <br />infonnation for a targeted group of between 1.500 - 3,000 customers, unless a lower number is <br /> <br />otherwise agreed upon between the Rate Design Expert and HL&P. The Shadow Program will <br /> <br />compare the payments of electric bills of participants to the amounts that would have been <br /> <br />received by HL&P under a Direct Payment Section 8 Utility Allowance Program. HL&P agrees <br /> <br /> <br />to work with the Rate Design Expert and provide nonconfidential infonnation from the program <br /> <br /> <br />to the Rate Design Expert. HL&P will perfonn appropriate and reasonable data gathering and <br />cost effectiveness screening of the program. <br />c. The Balanced Billing Pilot and Shadow Programs will be developed <br />within 60 days after the 12065 Final Order Date. The program will be implemented within 90 <br />days after the 12065 Final Order Date. HL&P will file the results of the programs with the <br />Commission at the end of the three year pilot period. <br />C. :m.&P will establish an Earned Income Tax Credit Utility Outreach program <br />for the Rate Cap Period, in partnership with the Internal Revenue Service and the Volunteer <br />Income Tax Assistance Program (IRS/VITA). Under this program, HlAP will provide <br />infonnation in several languages on the earned income tax credit to customers through various <br />outlets targeting low income customers, including customer mailings (bill inserts) to all residential <br />customers at least twice a year during December and January (or those months determined most <br />appropriate by IRS/VITA). <br /> <br />HOUOJ:9l1046 <br /> <br />-30- <br />
