The <br /> <br />Managing Participant agrees to operate its water transmission system such that the water it takes <br /> <br />(measured as provided herein) is within its Demand, Pumping, and Distribution Allocations by <br /> <br />restricting flow through valves or reallocating water flow from its East Water Purification Plant. <br /> <br />3.6.4 In the event another Participant cannot obtain water from the Plant at the pressure <br /> <br />required herein (as measured upstream of the Participant's meter), such Participant may deliver <br /> <br />notice to the Managing Participant, who. shall provide it best efforts to increase pressure to the Point <br /> <br />of Delivery by increasing the production of the Plant or diverting water from the East Water <br /> <br />Purification Plant, restricting the internal valves in its own system, removing aforce majeure or <br /> <br />other hindrance that may be causing the low pressure, and restricting Participants that may be taking <br /> <br />more water than allowed under this Agreement as provided in Subsection 3.6.1. The Managing <br /> <br />Participant may also restrict flow as necessary in emergency situations (fires, major leaks, etc.) or <br /> <br />when the purchased distribution capacity is exceeded by actual flows. <br /> <br />3.6.5 Once the hydraulics of the Ph~.nt and water distribution system are better known and <br /> <br />subject to the acquisition of any necessary flow monitoring and control facilities, all members of the <br /> <br />Operating Advisory Committee by unanimous vote may adopt procedures that will allow unused <br /> <br />J <br />i <br />I <br />~ <br /> <br />Demand, Pumping and/or Distribution Capacity to be used in common by the Participants on a <br /> <br />temporary basis.
