IX Ti572- i 115 <br /> <br />PSS&J Proposal No. 99991 <br />City of La Porte <br />Wastewater Treatment Plant 001 <br />TNRCC Permit No. 1 0206-001 <br />NPDES Permit No. TX0022799 <br /> <br />RE: Cost Proposal for Effluent Toxicity Reduction Evaluation (TRE) Services <br /> <br />Dear Sir: <br /> <br />PBS&J Environmental Toxicology Lab (PBS&J) is pleased to provide this cost proposal addressing a TRE for <br />the City of La Porte wastewater treatment plant 0f'/'NTP) effluent This proposal is developed in accordance <br />with the City permits and is fully responsive to your requirements. <br /> <br />For your review, an effluent chronic biomonitoring test in May 1999 exhibited significant toxicity to Mysidopsis <br />bahia at the effluent Critical Dilution of 95%. A second retest in July 1999 has exhibited significant chronic <br />toxicity. The results of these biomonitoring failures as required by Section 4.a., page 27 must be submitted <br />within 20 days of completed test failure; the next requirement by the TNRCC is to submit, within 45 days a <br />general outline for initiating the TRE (see section 5.a.,pg 27) and within 90 days, submit a TRE Action Plan <br />(see: Section 5.b.,pg 27, TNRCC Permit). The TRE is initiated on the "test completion date of the failed <br />retest" . <br /> <br />The TNRCC permits require at least quarterly biomonitoring with the effected test species (M. Bahia) during <br />the TRE study period, The state permit has an "escape clause" (pg 29, section 5.e) for cessation oftoxicity, <br />if no cause of toxicity is found. After a 12 consecutive monthly tests have been reported without toxicity, the <br />City may notify the state of its intent to cease the TRE study and resume a normal biomonitoring schedule. <br /> <br />The following Scope of Work provides a step-wise approach fur the TRE process: <br /> <br />Scope of Work <br /> <br />Task 1 - TRE Outline <br /> <br />PBS&J will prepare a document to be submitted to the TNRCC containing general outline items to initiate the <br />TRE for the City of La Porte WWTP. The EPA does not require this item.
