(a) The voting entitlement of a taxing unit that is entitled to vote for directors is determined by relative population. The authority for determinins the voting entitlement of citi.es and the county shall be the most current United States Bureau of Census pop~ ulation figures. The authority fOT determining the voting entitle- ment of school districts shall be the most current Gross Average Daily Attendance figures, as p~blished by the Texas Education Agency in the Directory of Public Schools.
