Authorize advertisement for Professional Services/Qualifications <br /> <br />ii. Prior to advertising, develop the scope of work to be accomplished and an <br />estimate of the anticipated fee (for comparison during the negotiation process). A <br />notice of the solicitation for Professional Services will be published in the official <br />newspaper of the City, and the Houston Chronicle. The first day of publication <br />shall occur no less than fourteen (14) days before the date the <br />Proposals/Qualifications are opened. <br /> <br />iii. Provide Proposal Packets to all interested Engineers/Architects and maintain a <br />log of recipients. Inform potential providers that, if selected, they will be required <br />to fill out Debarment, Lower Tier Debarment and Lobbying Certifications per <br />TxDOT requirements. Also inform potential providers of the requirement for a <br />15% Disadvantaged Business Enterprise goal. <br /> <br />iv. Proposals are to be received in the City Secretary's office, 604 W. Fairmont <br />Parkway, La Porte, Texas in sealed envelopes marked with the assigned <br />Proposal number. Publicly receive and record the submission of requested <br />Proposals, including the time and date proposals are received. <br /> <br />v. Open the Proposals in the City of La Porte Council Chambers on the date and <br />time specified in the notice. <br /> <br />vi. The Parks & Recreation Director or his designee shall evaluate the <br />ProposalslQualifications and make recommendations to City Council. The criteria <br />used to evaluate the proposals shall be: <br /> <br />1. Similar Work Experience <br />2. Present Work Load <br />3. Past Performance with TxDOT <br />4. Staffing Capabilities <br />5. Qualifications of individual staff members proposed for project. <br /> <br />vii. The City of La Porte will request a pre-negotiation audit by TxDOT of providers' <br />books prior to contract execution. Contract will be Lump Sum or Cost Plus Fixed <br />Fee. The contract for design will not be a percentage of construction cost. The <br />Design Contract and scope of work will be reviewed and approved by TxDOT <br />before execution by the city. Provider will be required to submit Debarment, <br />Lower Tier Debarment and Lobbying Certifications upon contract execution. <br /> <br />viii. The City of La Porte will monitor the contract for design in conjunction with <br />TxDOT. TxDOT will assign a permanent Project Manager. The Parks & <br />Recreation Director or his designee will be Project Manager for the City. TxDOT <br />and the City will schedule meetings, verify work completed, and review costs. <br />The City will pay the provider and request reimbursement from TxDOT. TxDOT <br />and the City will jointly approve and process contract amendments for additional <br />time, changes in scope and additional costs. The City and TxDOT will mutually <br />provide an evaluation of the provider's work. The City and TxDOT will <br />cooperatively determine responsibility for errors or omissions and settle all <br />contractual or administrative issues. <br /> <br />Page 2 of 3 <br />
