Fairmont Parkway, La Porte, TX 77571 <br />Phone: (281) 471-5020 IFax (281) 842-1868 <br />www.eLla-porte.tx.us <br /> <br />CITY OF LA PORTE <br />SINGLE-F~Y NEW CONSTRUCTION & <br />DOWN PAYMENT AND CLOSING COSTS ASSISTANCE PROGRAMS <br />Letter of Agreement for Professional Services <br /> <br />Background <br />The City of La Porte received grant funds, made available by the Harris County Office of Housing and Economic <br />Development (OBED), from the U.S. Department of Housing & Urban Development (HUD) through the Home <br />Investment Partnership (HOME) Program. These funds will be available to construct new single-family housing. <br />These funds will also provide assistance to home buyers in the form of down payment and closing costs for 11 newly <br />constructed single family units in La Porte's Northside neighborhood. <br /> <br />Sheila Frye and Associates will provide professional administrative services associated with this grant on behalf of the <br />City. Their responsibilities are described in the "Scope of Services" section below. <br /> <br />Scope of Services <br />The proposed scope of services is as follows: <br /> <br />1. Market the City of La Porte New Construction Homebuyer Program on radio, local businesses, <br />newspapers with special emphasis at churches in the Northside communities. $1,500 <br />2. Develop appropriate marketing materials in collaboration with SETH for distribution throughout the city <br />of La Porte and surrounding areas in English and Spanish. $500 <br />3. Provide Home buyer Education program at no cost to the buyers. Each buyer will be given a certificate <br />of completion that will allow them access to the city of La Porte and the county first time homebuyer <br />programs. These classes will be at a minimum of 5 hour, all materials will be provided by SF A to the <br />buyers. These classes are Fannie Mae and HUD approved. 51,500 <br />4. Provide access to credit counseling service for potential buyers in need to understand the fundamentals of <br />good credit (credit challenged). Free/No charge <br />5. Work closely to Prescreenlpre-package clients before Washington Mutual (or the City's selected lender) <br />takes loan applications twice a week in the La Porte area. 51,500 <br />6. Develop qualified list of buyers for future developments. Free/No charge <br /> <br />Compensation <br />Compensation for the above mentioned services will occur upon completion of the project. This work shall not <br />exceed five thousand dollars ($5,000). In addition, a status report and invoices shall be submitted monthly. <br /> <br />1tXIIIIT A <br />
