Street Right-of-Way between Blocks 1121 and 1160, Town of La Porte (see Exhibit A of Ordinance _ <br />attached). The purpose of this request is to facilitate the future development of an apartment complex <br />designed for senior citizens. The Planning and Public Works Departments have reviewed the request and <br />detennined that the City has no existing or future plans to utilize the right-of-way in question. Additionally, <br />the City's franchised utility companies have reviewed this request and each has expressed no objection to <br />the closing. <br /> <br />In accordance with Ordinance No. 98-2225, Staff has arranged for an independent appraisal of the right-of- <br />way in question. As a result, the value of the property has been established at $1.30 per square foot. This <br />portion of the East "L. Street Right-of-Way contains 21,280 square feet resulting in a value of $27,664. As <br />per the ordinance, "Fair market value shall be considered seventy-five percent (15%) ofthe value as <br />detennined by such independent appraisal". The applicant has subsequently remitted payment to the City <br />in the amount of $20,748. <br /> <br />Recommendation: <br /> <br />Staff recommends closing, vacating, and abandoning the East "L" Street Right-of-Way as shown on Exhibit <br />MA" to the attached ordinance. <br /> <br />Action Required bv Council: <br /> <br />Consider approval of an ordinance to close, vacate, and abandon the East "L.
