<br />e <br /> <br />e <br /> <br />SECTION 1 <br />Our Understanding <br /> <br />1.1 Our Understandinf!' of the Curren.t Situation <br /> <br />The City of La Porte currently operates in the VHF (150 MHz) frequency band, with a <br />single repeated channel for Police and EMS, plus a single repeated channel for Fire. <br />Both Police and Fire. have voting receiver sites to enhance portable radio coverage <br />throughout the city area. Both agencies also have the appropriate State Wide VHF radio <br />channels available to them. However, it has been RCC's experience that agencies of your . <br />size are very constrained in their operations by having to do dispatch and coordinate <br />incidents all on the same channel. <br /> <br />There is also a simplex (non-repeated) channel used by all other city departments. Again, <br />this situation likely causes extreme radio channel congestion for the end users. <br /> <br />The City has a primary PBX operating at City Hall with Public Works, Police and Fire <br />having off premise extensions from this system into their own local telephone systems. <br />The other agencies also have their own direct lines into their systems. In addition, many <br />other city buildings have their own direct lines. We can only assume that this situation <br />may cause some confusion on the part of citizens trying to reach various departments <br />though the City Hall PBX, wherein it may be impossible to transfer the caller, to the <br />appropriate person. <br /> <br />The City Qperates two IBM AS-400 systems, combined with a number of Local Area <br />Network servers housed both in City Hall and in other facilities. All servers are <br />connected to the primary servers in City Hall via leased TI or ISDN channels. <br /> <br />1.2 Proiect Goals <br /> <br />As we understand, the primary goals of Phase I of the project is to perform a detailed <br />review of all communications systems, determine requirements for systems <br />improvements and provide recommendations,' along with budgetary cost estimates, to <br />implement the improvements. <br /> <br />Phase II of the project will encompass developing detailed designs for approved <br />improvements, acquiring vendor proposals and selection/contract negotiations for the <br />new equipment and services. . <br /> <br />The goal of Phase ill will be to successfully implement the new systems, provide <br />acceptance testing and assure appropriate end user training prior to actual system cutover. <br /> <br />City of La Porte, TX <br /> <br />Proposal- 2/23/01 <br /> <br />Section 1, Page 1 <br />
