Herrera, City M <br /> <br /> <br /> <br />, <br />. <br /> <br />FROM: <br /> <br />John Joerns, Assistant City <br /> <br />SUBJECT: <br /> <br />Pre-qualification Concerns <br />San Jacinto Pool Project <br /> <br />Mr. Barr and Mr. Kneupper have recently updated me on concerns regarding the <br />pre-qualification of contractors (required by City Ordinance for projects> $300,000) for <br />, the San Jacinto Swimming Pool. There are two parts to the pre-qualification process, <br />financial and experience. . <br /> <br />Bacwound <br />'. On October 7,2001, pre-qualifications packets were mailed to'21 contractors in Texas <br />with previous pool experience. <br />. Follow up phone calls were made to these contractors. <br />. A common response from several frrms was the reluctance to provide financial statements. <br />. _ The deadline for response was October 22nd. ' <br />. Two (incomplete) responses were received by the October 22nd deadline. <br /> <br />Follow Uu Efforts <br />. Staff contacted four additional contractors and forwarded packets to them. <br />. Staff contacted and received information from the two contractors to complete their packets. <br /> <br />Currently <br />. We have received and approved (from financial aspects) two contractors. <br />. The Engineer has not approved the work experience of these two contractors, he is currently <br />doing so. <br /> <br />Staffhad not yet advertised for bids because of the de.lays and lack of pre-qualified contractors. <br /> <br />After reviewing the situation with Stephen Barr and Doug Kneupper, I have asked them to proceed <br />
