MATURING SERIALLY, BEARING INTEREST AT THE RATE OF SIX PER CENT PER ANNUM, FOR TH~ PURPOSE OF FUNDING A LIKE AMOUNT OF WARRANTS LEGALLY ISSUED BY SAID CITY FOR LAWFUL CITY PURPOSES: PROVIDING FOR THE LEVY OF A TAX TO:~PAY THE PRINCIPAL AND INTEREST OF SAID WARRANTS AT MATURITY; AND DEOLARING AN EMERGENOY."
