It is fUr~~1Q' ordained that <br /> <br />if B Harrison <br /> <br />, <br /> <br />the E,layor of said City, shall be authorized to take charge of all <br />necessary records pending investigation by t,ne Attorney General <br />and shall take and have charge and control of the bonds herein <br />authorized~pending their approval by the Attorney General and <br />registra.tion by the Comptroller of Public Accounts. <br /> <br />Section 14. The fact that the bes.t interest and general <br />welfare of said Oi ty requires a ~eadjustment of its financi al <br />affairs in order that it may meet. its obligations promptly <br />constitutes and'creates an emergency and an urgent public <br />necessity requiring that the rules providing for ordinances to <br /> <br />be read and PI' esented more than one time , or at more than <br /> <br />one meeting, be suspended, and that this ordinance be passed as, <br /> <br />and take effect as, an emergency measure, and such rules and <br />provisions are accordingly suspended, and this or4inance is <br /> <br />, 'pass ed and shall take effect as an emergemcy meaal. re, and shall <br />be in full force and effect immediately from and after its <br /> <br />;pQ.
