The NFIP <br />is a Federal program where affordable flood insurance is made available to property owners in <br />participating communities. In 1997, over 2000 flood insurance policies were in effect in the City <br />of La Porte. Under the NFIP, communities are required to adopt rules and enforce certain <br />building restrictions to safeguard against new buildings being constructed in flood hazard areas. <br /> <br />A supplement to the NFIP is the Community Rating System (CRS). This program is for <br />communities that go beyond the minimum requirements of the NFIP and perfonn activities that <br />further reduce the potential for flood hazards. Communities that participate in the CRS can enjoy <br />discounts on their flood insurance premiums. <br /> <br />An important activity required by the CRS is for the City to develop and implement a <br />FLOODPLAIN MANAGEMENT PLAN. This plan will identify areas that have experienced <br />repetitive flood losses and recommend actions to decrease or eliminate the potential for future <br />flooding. Staff has developed the attached FLOODPLAIN MANAGEMENT PLAN. Public <br />input is required before fmal adoption of the PLAN. The May 20th P & Z meeting was used to <br />receive public input for the PLAN. Staff then modified the PLAN, based on public comment, and <br />is now presenting the final PLAN to City Council. <br /> <br />The City has made application to participate in the CRS program. The FLOODPLAIN <br />MANAGEMENT PLAN and other activities need to be complete by the middle of June. FEMA <br />will be reviewing our application and verifying the activities and services the City provides.
