<br />e <br /> <br />CITY OF LA PORTE, TX <br />CRS ACTNITY 510 <br />FLOODPLAIN MANAGEMENT PLAN <br /> <br />e <br /> <br />Introduction and Purpose <br /> <br />The following document is the City of La Porte's Floodplain Management Plan. It <br />is prepared to guide construction and development of the City, especially in <br />Special Flood Hazard Areas. <br /> <br />This document has also been prepared to qualify as a "Floodplain Management <br />Plan" to be credited under the Community Rating System (CRS) of the National <br />Flood Insurance Program (NFIP). Under the CRS, flood insurance rates will be <br />reduced if the City implements activities that go beyond the minimum <br />requirements of the NFIP. The City is currently submitting an application for CRS <br />classification. The approach selected for preparing this plan was taken from <br />Section 510 of the CRS Coordinator's Manual. This plan's section headings <br />coincide with Section 510's headings. <br /> <br />The Planning Department drafted this plan, with input from other City employees: <br /> <br />Planning Department <br />. Director <br />. Engineer-In-Training <br />. Professional Planner <br />. Chief Building Official <br />. Engineering Technician <br />Public Works Department <br />. Director <br />. Superintendent of Streets <br />. Drainage Maintenance Supervisor <br /> <br />One public meeting was held to obtain public input on the draft plan. This public <br />meeting was held in conjunction with the monthly Planning and Zoning <br />Commission Meeting on.May 20th, 1999. An article was ~Iaced on the front page <br />in the City's Newspaper, The Bayshore Sun, on May 16 , 1999. This meeting is <br />more than two weeks prior to the City Council meeting on June 14th, 1999, where <br />the plan was officially adopted in resolution form. <br /> <br />Additionally, several working sessions were held that focused on hazard <br />assessment, problem identification, mitigation goals, review of possible activities <br />and work elements to be included in the proposed plan. <br /> <br />This document focuses on short-range activities that can be accomplished in the <br />immediate future, as well as long-range activities. The Floodplain Management <br />Plan also takes a closer look at Repetitive Loss Areas, and develops a separate <br />plan for mitigating issues in those specific areas. <br /> <br />City of La Porte <br />Planning Department, nnh <br /> <br />Page 2 of 26 <br />June 10, 1999 <br />
