CERTIFICATE FOR ORDINANCE <br />STATE OF TEXAS <br />COUNTY OF HARRIS <br />I, the undersigned City Secretary of the City of LaPorte, Texas (the "City"), hereby <br />certify as follows: <br />1. The City Council of the City (the "City Council") convened in a regular meeting <br />on January 25, 2016, at the regular meeting place thereof, within the City, and the roll was called <br />of the duly constituted officers and members of the City Council, to -wit: <br />Louis R. Rigby <br />John P. Zemanek <br />Dottie Kaminski <br />Danny Earp <br />Chuck Engelken <br />Daryl Leonard <br />Kristen Martin <br />Jay Martin <br />Mike Clausen <br />Mayor <br />Council Member, At -Large A <br />Council Member, At -Large B <br />Council Member, District 1 <br />Council Member, District 2 <br />Council Member, District 3 <br />Council Member, District 4 <br />Council Member, District 5 <br />Council Member, District 6 <br />and all of such persons were present except, the following absentee(s): Mike Clausen, thus <br />constituting a quorum. Whereupon, among other business, the following was transacted at such <br />meeting: a written <br />ORDINANCE AUTHORIZING AND ORDERING THE ISSUANCE, SALE <br />AND DELIVERY OF CITY OF LA PORTE, TEXAS, GENERAL <br />OBLIGATION REFUNDING BONDS, SERIES 2016; DELEGATING TO <br />AUTHORIZED REPRESENTATIVES THE AUTHORITY TO APPROVE THE <br />AMOUNT, INTEREST RATES, PRICE AND TERMS THEREOF AND <br />CERTAIN OTHER PROCEDURES AND PROVISIONS RELATED <br />THERETO; AUTHORIZING THE REDEMPTION PRIOR TO MATURITY OF <br />CERTAIN OUTSTANDING OBLIGATIONS; AND MAKING OTHER <br />PROVISIONS REGARDING THE BONDS AND MATTERS INCIDENT <br />THERETO <br />was duly introduced for the consideration of the City Council.
