I shall hereafter read as follows: "Section 12. After the regular City Election to be held on the fourth Tuesday in April, 1960, the City Commission shall be com- posed of a Mayor and four (4) Commissioners, and thereafter a Mayor and two (2) Commissioners shall be elected on the fourth Tuesday in April, 1962, and the other two (2) Com- missioners shall be elected on the fourth Tuesday in April, 1961, and thereafter a Mayor and two Commissioners shall be elected on the fourth Tuesday in April of each even numbered year and two Commissioners shall be elected on the fourth Tuesday in April of each odd-numbered year. After the votes of the election have been canvassed and the results of the regular city Election on the fourth Tuesday in April, 1960, have been declared, the candidate for the office of Mayor and the two (2) candidates for the offices of Commissioner receiving the highest number of qualified votes at such elec- tion shall be declared elected and shall serve as Mayor and
