Provided, however, <br />the City may enter into concession agreements or other agreements <br />with other parties for concessions and collections of receipts on <br />the leased premises only with the prior written approval of the <br />Commissioners Court of Harris County, and such agreements will <br />not be effective until the terms and conditions thereof are <br />approved by the Commissioners Court of Harris County. The amount <br />of any fees and all rates and prices charged shall be subject to <br />
