<br />hereby 4e~er.mines that a necessity exists for the perQanent

<br />improvement of ,those certain portions of public streets herein-

<br />after listed, by excavating, grading and paving the same by tha

<br />installation of' drainage facilities therein, and by the construction
<br />

<br />of curbs and gutters where adequate curbs and gutters are not nOd
