<br />SECTION 1-100 Thiel Ordinance shall be known, cited, and referred to as
<br />"The City of'La Porte Zoning Ordinance."
<br />
<br />ARrICLE TWO: INTENT AND PURPOSE
<br />
<br />SECTION 2-100 The zoning regulations and districts as herein established
<br />have been made in accordance with a comprehensive plan for the purpose ,of
<br />promoting health, safety, morals, and the general welfare of the City of
<br />La. Porte,. They have been designed to lessen congestion in the streets, to
<br />secure safety from fire and panic and other dangers, to provide adequate
<br />light and air, to prevent the overcrowding of land, to avoid undue concen-
<br />tration of populat:ion, and to facilitate the adequate provision of trans-
<br />portation, water, sewerage, schools, parks, and public facilities. They
<br />have been made with reasonable consideration, among other things, for the
<br />character of the district, its peculiar suitability for particular uses,
<br />and with a view of' conserving the value of building and encouraging the
<br />most appropria.te use of land throughout the city.

<br />For the purpose of this Ordinance, certain words and terms that
<br />apply to the Ordinance are defined in Article Definitions.
<br />
<br />Words used in the present tense shall include the future, words
<br />used in the singular number shall include the plural number, and
<br />words used in the plural shall include the singular.
<br />
<br />The word "shall" is mandatory and not discretionary.
<br />
<br />The word "may" is permissive.
<br />
<br />The word, "lot" shall include the words "piece", "premises",
<br />"tract", and "parcel", and except when specifically stated other-
<br />wise, shall mean a "building lot".
<br />
<br />The word "building" shall include any structure designed or built
<br />for the support, enclosure, shelter, or protection of persons or
<br />property of any kind.
<br />
<br />The phrase"used for" shall include the phrases "arranged for",
<br />"intended for", "maintained for", and "occupied for".

<br />When interpreting and applying the proV1.sl.ons of this Ordinance,
<br />such provisions shall be held to be the minimum requirements for
<br />the promotion of the public health, safety, convenience, comfort,
<br />prosperity, and general welfare.
<br />
<br />Conflict with Other Laws. Wherever these zoning regulations
<br />require a. greater width or size of yards, courts, or other open
<br />spaces, or require a lower height of building or less number of
<br />stories, or require a greater percentage of lot to be left un-
<br />occupied, or impose higher standards than are required in any
<br />other statute or local ordinance or regulation, the provisions of
