<br />. <br /> <br />. <br /> <br />Ordinance No. 1601 <br /> <br />Page 6 <br /> <br />conducted in a fair and orderly manner, and in accordance with rules <br />of procedure to be adopted by the City Manager, which must be in <br />accordance with the terms and provisions of the Administrative <br />Procedure and Texas Register Act (Article 6252-l3a, Vernon's Texas <br />Civil Statutes). Any appeal from the decisions of the City Manager <br />shall be filed in the District Court of Harris County and said <br />appeal shall not have the effect of automatically staying the <br />decisions of the City Manager. <br />A. Failure to File Bond, Suspension of License. If a licensee <br />fails to file a bond with the City Manager within 30 days after <br />notice of cancellation by the surety of the bond, the license issued <br />to the principal under the bond is automatically suspended until <br />such time as a bond is filed. A person whose license is suspended <br />pursuant to this section shall not operate as a labor agent during <br />the period of the suspension. <br />Section 5. Duties of Licensee <br />(a) In addition to the duties inherent in being a labor agent and <br />the duties required by this Ordinance or any other provision of law, <br />a licensee has the duties set forth in this section if he employs <br />workers to render services for third persons. <br />(b) A licensee shall promptly payor distribute to the proper <br />individuals all money or other things of value entrusted to the <br />licensee by a third person for such purpose. <br />(c) A licensee shall comply with the terms and provisions of legal <br />and valid agreements and contracts entered into between the licensee <br />in his capacity as a labor agent and third persons. <br />(d) A licensee shall have available for inspection by his employees <br />and by the third persons with whom he has contracted, a written <br />statement in English and Spanish showing the rate of compensation <br />he receives from the third persons and the rate of compensation he <br />is paying to his employees for services rendered to, for, or under <br />the control of such third persons. <br />(e) A licensee shall take out a policy of insurance with an <br />insurance carrier authorized to do business in the State of Texas in <br />
