Section 3. The Clerk of the City of La Porte Municipal Court is hereby authorized to accept. upon a written plea of guilty or upon a written plea of nolo contendere, the amount shown opposite each of the above described offenses, as a minimum fine therefor, without the necessity of the violator appearing in Court.
