<br />e <br /> <br />e <br /> <br />City of La Porte <br />Personnel Policies <br /> <br />SECTION 7 - ADMINISTRATION <br /> <br />The City Manager is vested with the general authority and responsibility for the conduct <br />and administration of municipal affairs. This authority does not supersede matters of <br />appointment reserved to the City Council by City Charter provisions. The City Manager, <br />or his designated appointee is responsible for appointments to all positions and the <br />establishment and maintenance of standards of efficiency. <br /> <br />Final authority in the form of review and approval is reserved by the City Manager with <br />regard to all matters of subjects covered by these policies. The organizational chart, as <br />approved by the annual budget process, depicts the channels of authority to be observed <br />by all City employees to ensure that all employees have specific duties and a purpose in <br />the organizational structure. This will also facilitate the dissemination of job assignment, <br />information, and will ensure adequate promotion and complaint procedures. <br /> <br />Organizational structures of established City departments will be developed or modified <br />by the Department Director with the approval of the City Manager. Approval of new <br />functions and major restructures must come into compliance with the City Charter. <br /> <br />Each City position must have a corresponding job description which must be maintained <br />current by the Department Director with the assistance of the Human Resources Division. <br />Such job descriptions will serve as the basic document for selection, promotion, training, <br />and work assignments. Position reclassification shall be reviewed by the Human <br />Resources Division and approved by the City Manager. <br /> <br />3 <br />
