To date, all the needed land except 4 lots (Lots 21-24, Block 89) have been purchased. Council agreed to negotiate an Earnest Money Contract with Mr. Clayton Keeling to purchase the remaining lots. The Earnest Money Contract has been prepared and signed by Mr. Keeling, so we are ready to move forward with the purchase. The balance in the Capital Projects account for this project, is $24,996. Mr. Keeling has agreed on the 2003 HCAD value for the 4 remaining lots at $22,300, so we have enough money to complete the land purchase at this time. Once the land is purchased, staff will proceed with an asbestos assessment of the two small (1 bedroom) houses and 1 small outbuilding. If asbestos is not found, the remaining funds in the account ($2,696) should be sufficient for demolition. If asbestos is found, 015 contingency funds will have to be expended to complete the project, with the amount depending on the amount of asbestos to be abated. Staff recommends approval of the Ordinance authorizing the purchase of the subject property to complete the parkland acquisition for this project.
