The La Porte <br />Comprehensive Plan envisions this area as major commercial center near <br />Fairmont Parkway and State Highway 146. The front of the buildings to be <br />offices with architectural standards of facades match with that of existing <br />commercial office building along Fairmont Parkway and State Highway 146. <br />In addition, a business center with office development is more compatible <br />with the existing facilities abutting this property. <br /> <br />The product presented earlier has those components, which was a selling <br />point for this project. A new plan is only for mini-storage/warehousing, boat <br />& RV storage, and car wash. Mini-storage warehousing, boat & RV storage <br />may be needed but are not considered to be key economic generators. In <br />addition, the subject property lies within the Tax Increment Reinvestment <br />Zone (TIRZ). There are concerns that this development may be less effective <br />in generating as significant increment. <br /> <br />If the Planning and Zoning Commission wishes to consider this Special <br />Conditional Use Permit request, staff suggests the following conditions as a <br />minimum be considered: <br /> <br />· This SCUP is specifically for a proposed development on Blocks 1136 <br />and 1137. <br />· The developer will work with the City to address the drainage corridor <br />and realignment ofS. Ith Street right-of-way. . <br />· Additional landscaping shall be required along K Street right-of-way. <br />· South 13th Street should be extended to and through the proposed <br />development at the owner's expense and consistent with PICM. <br />· Utility extension or paved area over drainage corridor/easement will <br />be the responsibility of the owner/developer. <br />· Enhance the building fa9ade so that it blends with the existing <br />commercial to be architecturally and aesthetically pleasing. <br />· Detention basin shall be screened and landscaped in compliance with <br />required screening and landscaping provisions per Section 106-444(a) <br />of the Ordinance. Additional landscaping shall be required to insure a <br />positive appearance if necessary. <br />· Provide an irrigation system to ensure that all landscaping and <br />screening is properly maintained by the owner/developer. <br />· Ensure that maximum lot coverage does not exceed 40%. <br />· This permit does not become valid until a Development Site Plan is <br />submitted to the City; reviewed and approved in accordance with the <br />requirements of the Development Ordinance. <br />· The Developer shall comply with all other applicable laws and <br />ordinances of the City of La Porte and the State of Texas. <br />
