Harris County <br /> <br />SUMMARY & RECOMMENDATION <br />As you may recall, the City of La Porte, in conjunction with Harris County Deparbnent of Housing and <br />Economic Development agreed to place a pedestrian bridge over Little Cedar Bayou at its intersection with S. 3rd <br />Street right-of-way. The bridge has been purchased, the design of abutments, and specifications for installation <br />have been accomplished. The City issued a Request for Bids for Construction of the Abutments and Installation <br />of the Bridge, receiving 4 qualified bids from reputable contractors. The bids were submitted with a Base Bid <br />and six Alternate Bids for specific portions of the project. Low bid for this project, including the Base Bid and 6 <br />Alternate Bids, was $82,066 submitted by NBG Constructors, Inc. This project came in substantially over the <br />estimated budget for 2 reasons: I) after soil samples were taken, it was determined that 4 ea. 14" X 30' concrete <br />pilings must be installed to stabilize the abutments, and 2) the remote site of the bridge installation requires <br />moving the bridge from Fairmont Parkway on the unimproved 3rd Street right-of-way. These factors resulted in <br />an increased overall cost of the project of$45,000 over the budgeted amount. <br />In the current C.I.P. budget, the City Council approved $25,000 for new play equipment at Little Cedar <br />Bayou Park. You may also recall that Harris County has agreed to fund $100,000 for a new playground to be <br />installed at Little Cedar Bayou. Thus, the funds originally eannarked for play equipment are available to be used <br />toward the bridge project, should Council approve. In addition, Harris County representatives, by letter, have <br />agreed to present an amended budget to Harris County Commissioners requesting an additional $20,000 for the <br />bridge project. With the City's participation and Harris County's additional funding, there are enough funds to <br />complete this project. <br />Upon Council approval, funding for this Agreement will be provided by C.I.P. Account 015-9892~ <br />873-1100 in the amount of $25,000 and the Contingency Fund 015 of the City of La Porte in the amount of <br />$57,066, with reimbursement by Harris County Department of Housing and Economic Development, subject <br />to Commissioner's Court and City Council approval of an Amended Agreement with Harris County, also <br />requiring approval by Council at an upcoming Council meeting. Should Commissioner's Court or City <br />Council not approve the proposed Amended Agreement, the additional cost for the project would be borne <br />by the City through the C.I.P. Contingency Fund. The bridge is expected to be completed by April 30th, the <br />deadline for expenditures for Harris County Department of Housing and Economic Development. Huitt- <br />Zollars, Inc., the engineering firm for this project, recommends award to NBG Constructors, Inc. as low <br />bidder meeting specifications. <br />Action Reauired bv Council: <br />Consider approval of an Ordinance authorizing the Acting City Manager to execute a contract with NBG <br />Constructors, Inc. bid for setting pilings, construction of bridge abutments, and installation of a Prefabricated <br />Steel Pedestrian Bridge over Little Cedar Bayou at the 3rd Street R.O.W., low bidder meeting specifications. <br /> <br /> <br />rat; ~T <br />Date I <br />
