When Drafted, the Ordinance recognized the organization then in place, with the Director of Public Works acting as the City Engineer, with all the associated record keeping and coordination with development. With current staffing and organization, it has been recognized that this function is best served through the Planning Department. Additionally, the current ordinance charges a fee of $300 per pipeline application, and a $200 annual fee per pipeline. No provision was made for a periodic update, and no adjustment to fees has been made since passage. Recognizing the need to update the way that the City deals with pipelines within the City, staff began a review of area cities in 1999 to develop a new pipeline ordinance. A draft was developed and reviewed and revised several times by staff and the City Attorney. Changes is staff led to the abandonment of this effort, which was recently restarted. In addition to changes in the administration of the Ordinance, several other changes have been made, as follows: . Developed application, annual update and transfer forms. .
