The request. submitted by Mr. Randall Jones, <br />seeks approval of a Special Conditional Use Permit (SCUP) to build a mini-storage and business center on approximately <br />9.16 acre tract of land located in the 1200 Block of South 13th Street between West "K" and "L" Streets. Mini- <br />stomgelwarehousing within a General Commercial zone requires Conditional Use per Ordinances. <br /> <br />The property is surrounded by commercial developments i.e., professional offices, restaurants, medical center, banks etc. <br />One block south of the proposed development, the Planning and Zoning Commission and City Council have approved the <br />Texas import & Export Park (fIEP), which is restricted by both development agreement and covenants in an attempt to <br />develop well planned, quality mixed use developments. West "K" Street right-of-way (unimproved) shall be kept intact for <br />existing utili~ corridor. South 12th Street will be realigned with the projected pathway for drainage channel as proposed by <br />the South 16 Street Planning Area Study. The facility would be compatible with the surrounding properties and should not <br />be injurious to the use, enjoyment or value of those properties. <br /> <br />Thirteen (13) notices of public hearing were mailed to neighboring property owners. Three responses (all in favor) were <br />received. The Planning and Zoning Commission, by a 6-0 vote, recommends City Council approval of Special Conditional <br />Use Permit #SCU04-006 with the following conditions: <br />1. This SCUP is specifically for a proposed development on blocks 1136 & 1137, excludes block 1135 and northwest <br />area (28,400 sq.ft.) of block 1137. <br />2. Developer will work with the City to address the drainage conidor and realigmnent of S. 12th Street ROW. <br />3. Check the feasibility of locating detention basin close to the future drainage channel. <br />4. Additional landscaping shall be required along West "K" Street right-of-way. <br />5. South 13th Street should be extended to and through of the proposed development. <br />6. Utility extension or paved area over drainage conidor/easement will be the responsibility of the owner/developer. <br />7. Ensure that the development blends with the existing commercial to be architecturally and aesthetically pleasing. <br />8. Rendering of the building fa~de shall be submitted to P&Z for final approval of the site plan. <br />9. The applicant shall file an application with the City to close alleys and streets in Block 1135, 1136, and 1137. If <br />successful, the property be formally replatted. <br />10. Screened and landscaping shall be required in compliance with required screening and landscaping provisions per <br />Section 106-444(a) of the Ordinance allowing additional landscaping to ensure a positive appearance if required. <br />11. Provide an irrigation system to ensure that all landscaping and screening is properly maintained by the owner. <br />12. Facility lighting shall be arranged as to reflect the light away from the adjacent properties. <br />13. Ensure that maximwn lot covemge does not exceed 40%. <br />14. This permit does not become valid until a Development Site Plan is submitted to the City; reviewed and approved <br />in accordance with the requirements of the Development Ordinance. <br />15. Developer shall comply with all other applicable laws and ordinances of City of La Porte and State of Texas. <br /> <br />Action ReQuired bv Council: <br />1. Conduct public hearing. <br />2.
