<br />To minimize the need for rescue and relief efforts associated <br />with flooding and generally undertaken at the expense of the <br />general public; <br /> <br />To minimize prolonged business interruptions; <br /> <br />To minimize damage to public facilities and utilities such as <br />water and gas mains, electric, telephone and sewer lines, <br />streets and bridges located in flood plains; <br /> <br />To help maintain a stable tax base by providing for the sound <br />use and development of flood-prone areas in such a manner as <br />to minimize future flood blight areas; and <br /> <br />To insure that potential buyers are notified that property is <br />in a flood area; and <br /> <br />WHEREAS, in order to accomplish its purposes, the City Council <br />of the City of La Porte deems an Ordinance necessary which uses the <br />following methods: <br /> <br />Restrict or prohibit uses that are dangerous to health, safety <br />or property in times of flood, or cause excessive increase in <br />flood heights or velocities; <br /> <br />Require that uses vulnerable to floods, including facilities <br />which serve as such uses, be protected against flood damage at <br />the time of initial construction; <br /> <br />Control the alteration of natural flood plains, stream <br />channels, and natural protective barriers, which are involved <br />in the accommodation of flood waters; <br /> <br />Control filling, grading, dredging and other development which <br />may increase flood damage; <br /> <br />Prevent or regulate the construction of flood barriers which <br />will unnaturally divert flood waters or which may increase <br />flood hazards to other lands. <br /> <br />NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY <br />OF LA PORTE: <br /> <br />Section 1. Chapter 10 1/2, entitled "Flood Damage Prevention <br /> <br />Ordinance, of the Code of Ordinances of the City of La Porte, is <br /> <br />hereby amended, by replacing said Chapter 10 1/2, to read as <br />follows, to-wit: <br />
