<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 83-12 <br /> <br />A RESOLUTION ENCOURAGING HARRIS COUNTY TAXPAYER APPROVAL OF A <br />$900 MILLION REVENUE BOND GUARANTEE REFERENDUM THAT WILL ALLOW <br />THE HARRIS COUNTY COMMISSIONERS COURT THE MEANS FOR IMPLEMENTING <br />A PROGRAM OF TOLL ROADS THAT WILL PROVIDE COST-EFFECTIVE SERVICE <br />TO THE CITIZENS OF HARRIS COUNTY. ~ <br /> <br />WHEREAS, there currently exists a mobility cr~s~s in Harris <br />County that demands the attention of City and County officials; <br />and, <br /> <br />WHEREAS, Harris County Judge Jon Lindsay has prepared a <br />plan of toll roads and associated user fees that would payoff <br />the bonded indebtedness of same that could be administered <br />through the Harris County Commissioners Court; and, <br /> <br />WHEREAS, necessary additional State funding to assist cities <br />and counties of the State of Texas with traffic and mobility <br />improvements will not be forthcoming in that no additional funds <br />were approved during our recent Legislative Session to the Texas <br />Highway Commission; and, <br /> <br />WHEREAS, it is the opinion of the City of La Porte that <br />locally elected Commissioners would be more responsive in meeting <br />the needs of Harris County taxpayers, including that of resolving <br />mobility and traffic problems in Harris County as compared to <br />the Texas Turnpike Authority; and, <br /> <br />WHEREAS, Harris County's present AAA bond rating would <br />naturally provide substantial savings to taxpayers of Harris <br />County in the implementation of a toll road program over the <br />Baa rating of the Texas Turnpike Authority; and, <br /> <br />WHEREAS, the City of La Porte supports this solution to the <br />mobility and traffic~problems of Harris County as proposed by <br />Judge Jon Lindsay whereby user fees would substantially pay for <br />the improvements; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF LA PORTE: <br /> <br />That we hereby encourage the taxpayers of La Porte and all <br />of Harris County to approve a $900 million revenue bond guarantee <br />referendum that will allow the Harris County Commissioners Court <br />the means for implementing a program of toll roads that will <br />provide cost-effective service to the citizens of Harris County. <br /> <br />PASSED AND APPROVED, this the 20.th day of July, 1983. <br />CITY OF LA PORTE <br /> <br />ATTEST: <br /> <br /> <br />~~ <br /> <br />Assistant City Secretary <br /> <br />APPROVED, ~ <br /> <br />tb4I-cJ ~ <br />City Attorney <br />
