The request, submitted by Mr. William <br />Thomas ofWPT Properties, Ltd., seeks approval ofa Special Conditional Use Permit (SCUP) for an expansion to existing <br />La Porte Self Storage facility located at 2915 North 23rd Street adjacent to Public Works facility of the City of La Porte. <br /> <br />The applicant seeks to expand the facility by paving 2.14 acres of an adjacent portion of the site abutting Spencer Highway to <br />the south. The purpose of an expansion is open storage for boats and RVs etc. The previous permit #SCU99-003 was issued to <br />the Gulf Coast Mini-Storage (now La Porte Self Storage) in a General Commercial (GC) zone. The permit was specifically <br />limited to Phase I (Mini-Storage Warehouse). <br /> <br />After the hearing, the item was tabled to allow the applicant more time to firm plans for an expansion and incorporate changes <br />verbalized at the May 20, 2004 meeting. Since then, staff worked with the applicant to refine an overall plan and agrees to the <br />terms and conditions of the draft SCUP. The item was presented to the Planning and Zoning Commission at their meeting on <br />June 17,2004. <br /> <br />Seven (7) notices of public hearing were mailed to neighboring property owners. No response was received. The Planning <br />and Zoning Commission, by unanimous vote (6-0), recommends City Council approval of Special Conditional Use Permit <br />#SCU04-008 with the following conditions: <br /> <br />1. The site is constructed with a 10' landscaping along that portion that abuts Spencer Highway. This landscaping barrier <br />should be a mixture of trees and sight bearing bushes (e.g. red tips or oleanders) and be able to fulfill the intent of the <br />barrier from one (I) year after planting. An additional 5' landscaping barrier be constructed along the western portions <br />of the perimeter including the entire length of the strip running east and west adjacent to the existing facility and facing <br />the proposed site of the new Police Station. The landscaping plan must be approved by the City Staff. <br />2. That the special conditional use permit be approved only for phase n. <br />3. The paved area provide a dust-free environment, the construction of which be approved by the City Staff. <br />4. Drainage to be planned to have a net zero effect for storm water runoff for surrounding areas and mitigate any sheet <br />flow or drainage corridor issues to the satisfaction of the City Staff. <br />5. No construction shall take place until a minor development site plan and replat are submitted and approved by the City. <br />6. The Developer shall comply with all applicable laws and ordinances of the City and State of Texas. <br /> <br />Action Required bv Council: <br />1. Conduct public hearing. <br />2.
