Exclusive Rights.-There is no grant of an exclusive right for the conduct of any aeronautical activity at any airport owned or controlled by the Sponsor except as follows: The primary operator on ,the airport has lease that grants some exclusive rights. However, the City, t~rough its airport consultant, is negotiating a new lease for all tennents and expects to execute standard leases with all operators during 1985.
