Joerns, <br />Interim City Manager <br /> <br />11/6/2006 <br /> <br />Local Amendment to the Building Codes <br /> <br />To: <br />From: <br /> <br />Date: <br />Re: <br /> <br />In June 2006, the Board began discussion regarding a possible local residential and <br />commercial electrical code amendment to prohibit the use of "quick stab" push-in <br />type/spring connections on all electrical devices (outlets, switches. etc.). The <br />discussion by the Board began following a concern raised by Mr. Tommy Moser, a <br />lo~ state licensed master electrician. Mr. Moser expressed concerns over the use of <br />this method of installation and approached me as Chairman. Following our <br />conversation, I added this discussion item to the board agenda. <br /> <br />Mr. Moser attended the Board's October 19, 2006 meeting and discussed the matter <br />based on his expertise in the electrical field. Following his presentation to the Board, <br />members voted to develop a Board memorandum to City Council recommending the <br />change in the local electrical regulations. The Board's recommendation for <br />Council's consideration is as follows: <br /> <br />All electrical devices (outlets, switches, etc.) shall be installed with the screw-wrap <br />or "approved screw clamp" installation (back or quick stab installation is <br />prohibited). <br /> <br />The Board recommends Council support the amendment as outlined in this memo <br />and direct staff to prepare an ordinance with a 60-day implementation period. This <br />delay would allow mail notification to electrical contractors as well as counter <br />handouts for the public. As Chairman, I plan to attend the Council meeting and be <br />available for questions. <br /> <br />1 <br />
