Prior to council action, Assistant City Attorney Clark Askins read the caption of Ordinance 2017-3681: AN <br /> ORDINANCE AMENDING CHAPTER 70 "TRAFFIC AND VEHICLES" OF THE CODE OF ORDINANCES BY REVISING <br /> CERTAIN REGULATIONS RELATED TO ESTABLISHMENT OF SCHOOL ZONES WITHIN THE CORPORATE LIMITS <br /> OF THE CITY OF LA PORTE; PROVIDING A REPEALING CLAUSE CONTAINING A SEVERABILITY CLAUSE; <br /> FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; PROVIDING THAT ANY PERSON VIOLATING THE <br /> TERMS OF THIS ORDINANCE SHALL BE DEEMED GUILTY OF A MISDEMEANOR AND UPON CONVICTION SHALL <br /> BE FINDED IN A SUM NOT TO EXCEED TWO HUNDRED DOLLARS; PROVIDING FOR THE PUBLICATION OF THE <br /> CAPTION HEREOF; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br /> 6. DISCUSSION AND POSSIBLE ACTION <br /> (a) Presentation for City of La Porte Fiscal Year 2017-2018 Proposed Budget— M. Dolby <br /> Finance Director Michael Dolby began the presentation by providing an overview of the <br /> budget. <br /> Mayor Rigby proposed 9:00 p.m. as the time to recess each evening until business is <br /> concluded, and Council agreed. <br /> Human Resources Manager Matt Hartleib presented information on the salary survey <br /> follow-up. <br /> Fire Chief Mike Boaze presented the 2017-2018 Fiscal Year proposed budget for Fire <br /> Suppression and Fire Prevention. <br /> Emergency Medical Services Chief Ray Nolen presented the 2017-2018 Fiscal Year <br /> proposed budget for Emergency Medical Services. <br /> Police Chief Ken Adcox presented the 2017-2018 Fiscal Year proposed budget for the <br /> Police Department, including staffing options to increase the number of police officers by <br /> two. <br /> Mayor Rigby asked if there are any objections to adding 2 officers and let City Manager <br /> Corby Alexander and Police Chief Adcox decide where to place the officers — either in patrol <br /> or as DOT officers. There were questions by Council regarding funding and placement; and <br /> the staffing item was brought back on Tuesday, August 15, for further discussion. <br /> Golf Course Manager Alex Osmond presented the 2017- 2018 Fiscal Year proposed budget <br /> for the Golf Course. <br /> City Council recessed for a break at 7:37 p.m. and reconvened at 7:49 p.m. <br /> City Manager Corby Alexander made note of a correction to the PD Alternative Funding <br /> slide that the Animal Shelter Donation Account needs to reflect $33,000 and not $43,000. <br /> Assistant City Manager Traci Leach presented the 2017-2018 proposed Fiscal Year Budget <br /> for the City Manager's Office. <br /> Emergency Management Manager Kristin Gauthier presented the 2017-2018 proposed <br /> Fiscal Year Budget for Emergency Management. <br /> Assistant City Manager Traci Leach presented the 2017-2018 proposed Fiscal Year Budget <br /> for Community Investment. <br /> Human Resources Manager Matt Hartleib presented the 2017-2018 Fiscal Year proposed <br /> budget for the Human Resources Department. <br /> Page 2 of 5 <br /> August 14-15, 2017, Council Meeting Minutes <br />
