Joerns, Assistant City Manager; <br />Cynthia Alexander, Assistant City Manager <br /> <br />3/29/2006 <br /> <br />Local Amendment to the Building Codes <br /> <br />From: <br /> <br />CC: <br /> <br />Date: <br />Re: <br /> <br />In November 2005, the Board began discussion regarding a possible local residential and <br />commercial building codes amendment to require minimum 6" stud walls where drain, waste <br />& vent (DWV - Horizontal and/or Vertical) plumbing is installed. As Board Chairman and a <br />state licensed master plumber, I recognized the need for change and suggested the local <br />amendment. My concern is boring/notching of studs to accommodate plumbing work (see <br />sketch attached). <br /> <br />We discussed this subject at four (4) meetings and although a poll of surrounding cities (see <br />attached list) did not reveal this type amendment in other cities, the Board developed a <br />recommendation for Council's consideration. It is as follows: <br /> <br />Amend the 2003 Ed. of the International Residential Code (IRe) and International Building <br />Code (IBe) to require minimum 6" stud walls where drain, waste & vent (D WV - Horizontal <br />and/or Vertical) plumbing is installed. To accommodate some Board concerns that the <br />regulations would be too restrictive on existing buildings, we are providing the following <br />language for clarification. <br /> <br />The use oi2X6 studs (wood or metal) shall be required for new construction and additions <br />(addition of square footage) fOr both residential and non-residential construction where <br />DWV olumbing is installed. <br /> <br />The Board recommends Council support the amendment as outlined in this memo and direct <br />staff to prepare an ordinance with a 60-day implementation period. This delay would allow <br />mail notification to building contractors as well as counter handouts for the public. As <br />Chairman, I plan to attend the Council meeting and be available for questions. <br />
