Since
passage, the ordinance language has required clarification and additional construction related fees have
been implemented. Ordinance #2003-2665-A has been drafted to address those matters and to clarify
application is for "single family dwellings" only.

This item was reviewed during a May 8, 2006 workshop and was tabled at Council's May 22, 2006
meeting. While Council had no objection to the proposed clarification and waiver of fees, they did
request an amendment to the ordinance language that allows "staff approval" on permits for non-profit
corporations and/or city initiated programs but requires "City Council approval" on requests for
projects/programs of other governmental agencies, which are not initiated by the City.

The attached ordinance includes the clarification, additional fee waivers and the amended language
Council requested. The table below briefly recaps the construction fees in question.

FEES CURRENTLY WAIVED
Development Fees
(Front Foot Fees)
Building Permit Fees
Inspection Fees

FEES RECOMMENDED FOR ADD
Plan Permit Review Fee s
Field Re-inspection Fees
Parkland Cash in Lieu of Land Fee
Parkland Development Fee

FEES NOT RECOMENDED
Water and Sewer Tap Fees
Residential Driveway Tie-In

Action Reauired bv Council:

Consider approval of Ordinance #2003-2665-A to clarify intent and add waived fees.

Aooroved for City Council Ae:enda

dr~lB. ~~M1f.:JjJJ

ft -& -0 to

Date
