<br />The pipeline will operate at a maximum operating pressure of 1440 PSI, will be tested to <br />a minimum 2180 PSI, and have a minimum yield strength of 42,000 PSI. <br /> <br />The pipeline will be regulated by the Texas Railroad Commission as an Intrastate <br />Pipeline. All design, materials and construction will, as a minimum, comply with the <br />following codes, ordinances and standards as applicable: <br /> <br />. The Department of Transportation ("DOT") Standard CFR Title 49, Part 195 <br />"Transportation of Hazardous Liquids by Pipeline", and The "Railroad <br />Commission of Texas, Pipeline Safety Rules, Part IV <br /> <br />. ASME B31.8. "Gas Transmission and Distribution Piping Systems, <br /> <br />. U.S. Department of Labor Regulations Title 29, CFR 1910 and 1925, <br />"Occupational Safety and Health Standards", <br /> <br />. API 1104, "Standard for Welding Pipelines and Related Facilities". <br /> <br />SOUTH TEXAS NGL PIPELINES, LLC hereby makes this statement, that it agrees to <br />the conditions and obligations set out in ORDINANCE NO. 2004 - of the City of La <br />Porte Pipeline Ordinance; Section 1; Article IV. Pipeline Transportation, Sec 102-235 <br />Application for Permit 3 (j), 3 (k), and 3 (1), and all sections thereofthat apply, regardless <br />if said section(s) are specifically mentioned in this letter. <br /> <br />The anticipated construction start date is scheduled to begin by December 17, 2007. <br /> <br />Also enclosed herewith is a check in the amount of $ 1,000.00 for initial permit fee and <br />the appropriate insurance certificate.
