RE'.CEIVE REPORT FROM PARKS AND RECREATION DIRECTOR <br />REGARDING REQUEST FROM GALVESTON BAY FOUNDATION TO <br />INSTALL DOLPHIN PILINGS AT THE SYLVAN BEACH FISHING <br />PIER - S. Barr <br /> <br />Parks and Recreation Director Stephen Barr advised City Council that the <br />Galveston Bay Foundation has proposed placing two Dolphin Pilings adjacent to <br />the Sylvan Beach Fishing Pier in order to allow a barge to dock alongside the <br />t-head for their Bay Day program. The installation would be handled through <br />the Texas Waterway Operator's Association. They are requesting permission to <br />drive 40' marine treated piles, three in each piling, approximately 10-12 feet <br />from each outer end of the t-head. The three piles would be lashed together <br />with stainless steel cable for strength and endurance. Mr. Barr further advised <br />he had contacted the TWOA regarding an alternate siting plan for the pilings <br />and they are reviewing the proposed change for its utility. <br /> <br />Mayor requested Council to give direction whether or not to proceed with this <br />projl~t. A majority of the Council was not in favor of the City moving forward <br />with this project. <br /> <br />10. CONSIDER APPROVAL OR OTHER ACTION REGARDING A <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE <br />AND RETURN THE PARTICIPATION AGREEMENT ON BEHALF OF <br />THE CITY OF LA PORTE AND TO CONTRmUTE AN AMOUNT NOT <br />TO EXCEED TEN CENTS ($0.10) PER CAPITA, TO ASSIST IN <br />ADURESSING THE ISSUES AND CONCERNS RAISED BY EPA'S <br />PHASE II STORM WATER PROGRAM (Res. 98-02) - S. Gillett <br /> <br />Public Works Director Steve Gillett presented summary and recommendation <br />for Resolution 98-02. Mr. Gillett informed Council that for several years, cities <br />with a population greater than 100,000 have been required to permit and <br />regulate storm water (phase I Storm Water Program). The EPA is close to <br />finalizing requirements for cities under 100,000 to implement storm water <br />permitting and regulation (phase II Storm Water Program). On February 6, <br />1998, 55 cities in Texas met to form a coalition to address the Program and its <br />impact on Texas cities. A steering committee was formed, and the law firm of <br />Matthews & Freeland, L.L.P. was retained to perform legal and regulatory <br />services on behalf of the group at the direction of the steering committee.
