CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman Malone at 6:00 p.m. <br /> <br />Members of Citv Council Present: Council persons Guy Sutherland, Chuck Engelken, <br />Deotis Gay, Charlie Young, Jerry Clarke, Peter Griffiths, and Mayor Norman Malone. <br />Councilperson Howard Ebow arrived at 6:05 p.m. and Councilperson Alton Porter <br />arrived at 6:35 p.m. <br /> <br />Members of Council Absent: None <br /> <br />Members of City Executive Staff and City Emplovees Present: City Manager Robert T. <br />Herrera, Assistant City Manager John Joerns, Assistant City Manager Jeff Litchfield, <br />City Attorney Knox Askins, City Secretary Martha Gillett, Director of Public Works <br />Steve Gillett, Planning Director Doug Kneupper, Director of Administrative Services <br />Louis Rigby, Police Chief Bobby Powell, Director of Parks and Recreation Steven <br />Barr, Administrative Assistant Carol Buttler. <br /> <br />Others Present: David Hawes, Joe Brown, David Toone, Bob Klassen, and David <br />Rodriguez <br /> <br />2. Councilperson Deotis Gay delivered the Invocation. <br /> <br />3. Council considered approving the minutes of the Special Called Meeting on January 19, <br />1999. <br /> <br />Motion was made bv Councilperson Engelken to approve the minutes of the Special <br />Called Meeting on Januarv 19. 1999 as presented. Second by Councilperson <br />Sutherland. The motion carried. <br /> <br />Ayes: Gay, Young, Clarke and Mayor Malone. <br />Nays: None <br />Abstain: Griffiths <br />Arrived after vote: Ebow and Porter <br /> <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAX PAYERS WISHING TO ADDRESS COUNCIL <br /> <br />There were no citizens wishing to address City Council. <br /> <br />5.
