CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman L. Malone at 6:00 p.m. <br /> <br />Members of City Council Present: Mayor Norman L. Malone, Council persons Guy <br />Sutherland, Chuck Engelken, Howard Ebow, Peter Griffiths, Alton Porter, Deotis Gay, <br />Charlie Young and Jerry Clarke <br /> <br />Members of Council Absent: None <br /> <br />Members of City Executive Staff and City Employees Present: City Manager Robert <br />T. Herrera, Assistant City Manager John Joerns, Assistant City ManagerlFinance <br />Director Jeff Litchfield, City Attorney Knox Askins, City Secretary Martha Gillett, <br />Director of Public Works Steve Gillett, Director of Planning Doug Kneupper, Chief of <br />Police Bobby Powell, Director of Administrative Services Louis Rigby, Chief of EMS <br />Chris Olsten, Chief Building Official Debra Wilmore, Director of Parks & Recreation <br />Stephen Barr, Chief of Fire Joe Sease, Assistant Public Works Director Buddy Jacobs, <br />Assistant Chief of Fire Champ Dunham, Assistant Finance Director Cynthia Alexander, <br />Assistant Chief of Police Aaron Corrales, Golf Manager Alex Osmond, Secretary to <br />City Manager Carol Buttler. <br /> <br />Others Present: Janet Jacobs, Bill Scott, Kim Meismer, Bruce Meismer Paul Newmann <br />and a number of La Porte Citizens. <br /> <br />2. The Invocation was delivered by Mayor Malone. <br /> <br />3. Council considered approving the minutes of the Regular Meeting and Public Hearings <br />on September 28, 1998. <br /> <br />Motion was made by Council person Clarke to a!)prove the minutes of Sq>tember 28. <br />1998 meetin~ as presented. Second by Councilperson Engelken. The motion carried. <br /> <br />Ayes: Sutherland, Engelken, Griffiths, Porter, Gay, Young, Clarke and Mayor Malone <br />Nays: None <br />Abstain: Ebow <br /> <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAX PAYERS WISHING TO ADDRESS COUNCIL <br /> <br />Bill Scott, 1802 Lomax School Rd., La Porte, Texas 77571, Mr. Scott presented the <br />Council with a petition to abandon the proposed Phase I Fairmont Parkway Road <br />expansion. Mr. Scott explained that he felt this Phase I road would turn into another <br />Myrtle Creek through fare street. Mr. Scott advised Council that on the October 26, <br />1998 Council meeting he will provide facts and responses to remarks made by some <br />Council members on the September 28, 1998 Council meeting. <br />
