<br />for the primary purpose of advertisement of products or directing people to a business or activity located <br />on the same or nearby property or any other premises. <br /> <br />Public improvements criteria manual (P.I.C.M.) means the set of standards set forth by the <br />director of planning and approved by the city council to determine the specific technical requirements for <br />construction to public improvements. The manual may be acquired from the community development <br />department, and is on file in the city secretary's office. <br /> <br />Public parks means any publicly owned park, playground, beach, parkway, or railroad within the <br />jurisdiction and control of the city. <br /> <br />Public service sign means the following types of signs and no others shall be considered to be <br />public service signs. <br /> <br />(1) Signs identifying and naming the location of churches, schools and other nonprofit <br />organizations; <br /> <br />(2) Signs identifying and naming the location of public facilities; and <br /> <br />(3) Community information signs which provide information regarding community functions <br />and activities. <br /> <br />Signs which display commercial advertising in conjunction with public service information shall not be <br />considered to be public service signs except that a person, firm, or organization who donates or otherwise <br />provides a public service sign may be identified on such sign in a means which is clearly incidental to the <br />primary message. <br /> <br />Quadraplex means four single-family dwelling units joined by common sidewalls, and/or common <br />floors/ceilings. <br /> <br />Ranch trailer means a vehicle with or without motive power other than a pole trailer designed for <br />carrying livestock, ranch implements, or other moveable personal property attendant to the business or <br />recreational use of the raising of livestock or crops. <br /> <br />Reader panel means any and all portions of any sign on which text, graphics or pictures are <br />displayed. In the case of double faced reader panels, only one side shall be considered in the calculation <br />of sign size. <br /> <br />Recreational vehicle means a camp car, motorhome, trailer, or tent trailer with or without motive <br />power, designed for human habitation or recreational occupation, having less than 320 square feet. <br /> <br />Rest home or nursing home means a private home for the care of the aged or infirmed or a place <br />of rest for those suffering bodily disorders. Such homes do not contain facilities for surgical care or the <br />treatment of disease or injury. <br /> <br />Roofline means the height above finished grade of the upper beam, rafter, ridge or purfin of any <br />building. <br /> <br />Semi-trailer means every vehicle, with or without motive power, other than a pole trailer or ranch <br />trailer, designed for carrying persons or property and for being drawn by a motor vehicle and so <br />constructed that some part of its weight and that of its load rests upon or is carried by another vehicle. <br /> <br />Setback line means the closest point to any property line or utility easement which may be <br />occupied by a structure. <br />
