This tank was painted inside and out in 1996. The paint <br />system has performed well, and the Engineer recommends recoating the exterior before the paint <br />system begins to fail. Additionally, the Engineer recommends touchup of the interior coating <br />(Additive 1) and the dry riser (Additive 2). A total of $55,000 was budgeted for the Project. <br />Engineering fees are $8,000 for design and inspection, leaving a total of $47,000 available. <br /> <br />Sealed bids were received on January 5, 2006 from five (5) contractors. Low bid was submitted <br />by Utility Services Houston, Inc. in the amount of$61,375 (including Additive 1 and 2). Second <br />low bid was submitted by Gulf States Protective Coatings for a total bid of $61 ,600, a difference <br />of$225. The Engineer recommends awarding the bid to the second low bidder, Gulf States <br />Protective Coatings, and cites his concerns with the apparent low bidder. Gulf States was <br />checked by the Engineer for past work experience, safety experience and references. Gulf States <br />Protective Coatings has successfully completed projects for the Engineer, and is recommended <br />by the Engineer for bid award. <br /> <br />The budget amount available is insufficient for the Project. With A 5% contingency of $3,080, <br />an additional $17,680 is needed. Funds are available in the North 23rd Street Water Line Project <br />(UTL 917) for the shortfall. It is recommended that the contract be awarded to Gulf States <br />Protective Coatings in the amount of$61,600.
