The tract in question is <br />suitable for the requested change to R-3, creating an adjoining residential <br />use. Development within the subject tract should not negatively impact the <br />surrounding properties and should not harm the value of nearby properties. It <br />should not have a significant impact on traffic conditions in the area and <br />utilities should not be affected. <br /> <br />The applicant has demonstrated that the requested zoning would represent <br />the highest and best use of the property. Granting the requested change <br />would not be contrary to the goals and objectives of the Comprehensive <br />Plan. Based on the above analysis, staff finds the requested change is <br />compatible with the zoning and uses of nearby properties and recommends <br />changing the zoning designation of this tract from GC to R-3. In addition, <br />City staff is using this opportunity to extend R-3 zoning to existing facility <br />on adjoining property as blocks 1121 and 1122 to bring it in conformance <br />with the current ordinance. <br /> <br />Actions available to the Commission are listed below: <br /> <br />.
