Port Crossing is a mixed commerciaUretail and business/industrial park, to be located along <br />S. 16th Street (Powell Road). The business park will be developed in phases. <br /> <br />City Council previously approved the General Plan and Special Conditional Use Permit #SCU 05-003 for Port <br />Crossing (formerly Texas Import!Export Park). The property is zoned Planned Unit Development (PUD). The <br />development is further defined by a Development Agreement between the owner/agent and the City of La Porte. <br />Development Agreement, Covenants, Conditions, and Restrictions (CCRs) are part of this SCUP. The area is <br />earmarked for industrial uses in the Land Use Plan. The permitted land uses for this Planned Unit Development are <br />generally depicted by the land use restrictions as an exhibit to this SCUP. <br /> <br />The property is located in the vicinity of major industrial developments. Public infrastructure is available in the <br />vicinity, however, it needs to be improved and extended for the overall business park as prescribed by the Development <br />Agreement. The City of La Porte, Harris County, Harris County Flood Control District (HCFCD), and TxDOT must <br />approve the construction plans and specifications as per TIRZ No.l!Redevelopment Authority Reimbursement <br />Agreement. In addition, Final Plat for Port Crossing, covenants, conditions, and restrictions for the proposed park <br />require approval by the City. Once the Final Plat is approved by the City, owner/developer shall file for record the <br />covenants, conditions, and restrictions referred to and a part of the Development Agreement. <br /> <br />The Commission considered Special Conditional Use Permit (SCUP) with the stipulation that the Final Plat, <br />Construction Drawings, Development Agreement, and Covenants, Conditions & Restrictions (CCRs) contained therein <br />shall be approved by the City and other entities. In addition, this SCUP will supersede SCU#05-003 and shall be <br />applicable for an overall development in conjunction with the Development Agreement and CCRs. <br /> <br />Public Notices were mailed to six (6) property owners. One response was received. By unanimous vote, the Planning and <br />Zoning Commission has recommended City Council consider approval of Special Conditional Use Permit #SCU 06-006 <br />with the conditions as listed in the SCUP. <br /> <br />Action Required bv Council: <br />1.
