<br />RESOLUTION NO. 08- O~ <br /> <br />A RESOLUTION ADOPTING THE 2008 UPDATE OF THE <br />YEAR 2002 PARKS, TRAILS, AND OPEN SPACE MASTER PLAN <br />FOR THE CITY OF LA PORTE, TEXAS <br /> <br />WHEREAS, the City Council of the City of La Porte recognizes the need to update the Year 2002 Parks and Open <br />Space Master Plan ("the Plan") to assess progress of the 2002 Master Plan goals, assessments, <br />standards, recommendations and strategies for implementation over the past six years, and for the next <br />five year period in an effort to provide for and continually improve park and recreational facilities, <br />provide trail and linear park opportunities, preserve open space in the City of La Porte; and rehabilitate <br />existing parks, and <br /> <br />WHEREAS, the primary objective of "the Plan and 2008 Update" is to provide recreational services desired by <br />citizens of La Porte, acquire needed open spaces and preserve natural resources, and <br /> <br />WHEREAS, in order to assess progress and address recreational needs in the future, the City of La Porte has sought <br />input from the citizens of La Porte through surveys, meetings with key user groups, workshop meetings, <br />a public hearing, and the Parks and Recreation staff; and that input has been incorporated into "the <br />Plan"; and <br /> <br />WHEREAS, "the Plan and 2008 Update" complies with Texas Parks and Wildlife Department grant guidelines which <br />require parks and recreation needs to be prioritized and addressed in an action plan format; and <br /> <br />WHEREAS, "the "Plan and 2008 Update" complies with guidelines of the Urban Parks and Recreation Recovery <br />Action Program; and <br /> <br />WHEREAS, the City Council determines that "the Plan and 2008 Update" is reasonable, having taken into <br />consideration the results of the initial studies conducted by Halff Associates for the City of La Porte, and <br />subsequent progress assessments undertaken by Parks & Recreation staff in 2008; NOW THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS: <br /> <br />I. <br />That the Year 2008 Update of the Year 2002 Parks and Open Space Master Plan for the City of La Porte, Texas, <br />is hereby officially adopted, attached hereto and incorporated herein for all intents and purposes. <br />II. <br />A multi-year Action Plan has been developed and progress assessments made in 2008 to prioritize <br />implementation of the Year 2002 Parks and Open Space Master Plan, guide the rehabilitation of existing parks, provide <br />guidance in the application of General Obligation Bond funding, and suggest alternative funding mechanisms. Adoption <br />of the Year 2008 Update of the Year 2002 Parks and Open Space Master Plan shall not commit the City of La Porte to <br />specific funding levels implementation strategies, but shall continue to provide a guidance plan for the City's vision for <br />availability and growth of park and recreational services. <br /> <br />PRESENTED AND PASSED on this theJ:tLkay of May 2008, by a vote Of~ yeas, and <br />a regular meeting of the City Council o!the City of La Porte, Texas,~ L:?~ <br /> <br /> <br /> <br />Alton E.
