The request, submitted by <br />Mr. Lindsay Pfeiffer of Pfeiffer & Son, Ltd., seeks approval of a Special Conditional Use Permit (SCUP) for an <br />off-site parking for existing facility located at 116 North 16th Street. Off-site parking is classified as a conditional <br />use per Section 106-441; Table A, Commercial Uses of the Code of Ordinances. <br /> <br />Pfeiffer & Son, Ltd., has been in business in La Porte for over forty years. The nature of the business pertains to fiber <br />optics and telecommunications, signal construction, general construction, electrical and telecommunication services, <br />and supplying to the area industries. Over the past years, the number of employees increased with the tremendous <br />growth of business. Parking has remained a concern for this facility. Off-site parking will serve as auxiliary parking <br />and will provide parking for its employees and contract workers. <br /> <br />The location of the subject property lies within flood zone "AE" and the floodway. The property is also within the <br />Little Cedar Bayou (F216) Watershed. Drainage/detention plan shows outfall to the road side ditch along West <br />Polk Street and outfalling to adjacent Little Cedar Bayou. The drainage study for Little Cedar Bayou (F-216-00) <br />requires 60' offset from the center line of the drainage channel. Proposed development site plan needs to show <br />center line of the drainage channel and dedication of drainage easement ranging from 11' to 34' wide within the <br />subject property. Detention/retention is proposed within the parking lot. The parking lot will be constructed in <br />accordance with the City's standard specifications. Landscaping and screening shall be required as per Section <br />106-444(a) of the Code of Ordinances. <br /> <br />Eight (8) notices of public hearing were mailed to neighboring property owners. Two responses were received in <br />favor of the SCUP. The Planning and Zoning Commission, by unanimous vote, recommends City Council <br />approval of Special Conditional Use Permit #SCU08-001 with the conditions listed in the SCUP. <br /> <br />Action Required bv Council: <br />1.
