<br />Section 1-217. Persons Authorized to be at Tables. No person shall be <br />permitted to be at the two tables in front of the Council table, without the express <br />consent of the Council. <br /> <br />Section 1-218. Special Committees. <br />appointed by majority vote of the Council. <br /> <br />Section 1-219. Members May File Protests Against Council Action. Any <br />member shall have the right to have the reasons for his dissent from, or protest against, <br />any action of the Council entered on the minutes. <br /> <br />All special committees shall be <br /> <br />Section 1-220. Claims Against City. No account or other demand against the <br />City shall be allowed until the same has been considered and reported upon by the City <br />Manager and the City Attorney. <br /> <br />Section 1-221. Ordinances, Resolutions, Motions and Contracts. <br /> <br />(A) Preparation of Ordinances.AII ordinances shall be approved by the <br />City Attorney. No ordinance shall be prepared for presentation to the <br />Council unless ordered by three (3) members of the Council, or requested <br />by the City Manager, or prepared by the City Attorney on his own <br />initiative, in consultation with the City Manager. <br /> <br />(8) Prior Approval by Administrative Staff. All ordinances, resolutions <br />and contract documents shall, before presentation to the Council, have <br />been approved as to form and legality by the City Attorney or his <br />authorized representative, and shall have been examined and approved <br />for administration by the City Manager or his authorized representative, <br />where there are substantive matters of administration involved. <br /> <br />(C) Introducinq for Passaqe or Approval. <br /> <br />(1) Ordinances, resolutions, and other matters or subjects <br />requiring action by the Council must be introduced and <br />sponsored by a member of the Council, except that the City <br />Manager or City Attorney may present ordinances, <br />resolutions, and other matters or subjects to the Council, and <br />any Councilperson may assume sponsorship thereof by <br />moving that such ordinances, resolutions, matters or subjects <br />be adopted; otherwise, they shall not be considered. <br /> <br />(2) An ordinance may have final passage on the same day on <br />which it was introduced. <br /> <br />(3) No ordinance shall relate to more than one subject, which <br />shall be clearly expressed in its title, and no ordinance, or <br />section thereof, shall be amended or repealed unless the new <br /> <br />6 <br />
