The <br />request, submitted by HKP Investment, Inc., seeks approval of a Special Conditional Use Permit for <br />development of a hotel to be located at 1332 South 8th Street. Hotels/motels are classified as a <br />conditional use in General Commercial (GC) zoning districts when adjacent to residential zoned properties <br />per Section 106-441; Table A, Commercial Uses ofthe Code of Ordinances. <br /> <br />The City's Land Use Plan shows this area developing with commercial uses. The subject tract, along with <br />abutting properties to the north, east, and west, is zoned General Commercial. The Baypoint <br />Townhomes, located across the street to the south, is zoned Medium Density Residential (R-2). Little <br />Cedar Bayou Drive, 60' public right-of-way, runs east west between these properties. Proposed <br />development has no frontage along major thoroughfare. <br /> <br />During the Commission's public hearing, residents raised concerns for this proposed development, as noted: <br /> <br />· Proximity to the residences - motel in their front yard, too close to their houses, quite neighborhood <br />. Security & Safety - crimes and security issues, vandalism/theft <br />. Lighting in the parking lot - night time light levels, reduces privacy <br />· Traffic, noise and other pollution - traffic congestion, road safety, possible truck traffic, road is not <br />capable of handling such vehicles, delivery and dumpster trucks add to the noise level. <br />· Property Values - decreased value of the homes, less taxes to the City <br />· Environmental Impact - trash, drugs, negative impact on residential area, character of the complex <br />· Landscaping & Screening - green area is taken away by major developments, require more landscaping <br />· Flooding - drainage issues, streets are flooded, Little Cedar Bayou at its full capacity during normal <br />rams <br /> <br />Twenty four (24) notices of public hearing were mailed to neighboring property owners. One response <br />was received in favor, seven along with twenty others (hand delivered) were received opposed to the <br />SCUP. The Planning and Zoning Commission, by unanimous vote, recommends City Council denial of <br />Special Conditional Use Permit #SCU08-002. <br />
